What This Article Does

BadPD was asked to put the same money numbers next to every member of Congress who voted yes on H.R. 23, the House ICC-sanctions bill. This article does that in one source-backed ledger instead of manufacturing hundreds of thin duplicate posts. The official vote source is the House Clerk. The money source used for this broad first-pass ledger is Track AIPAC's Congress page, which labels its aggregate field as "Israel Lobby Total" and breaks out PACs or donations and independent expenditures.

The article does not claim these are direct payments from Israel, the Israeli government, or any foreign national. Direct foreign-national campaign contributions would be illegal. The clean accountability frame is U.S.-based pro-Israel PAC, conduit, donation, and independent-expenditure money, plus a public vote that protected Israeli officials from international-court accountability pressure.

This is not an ethnicity or religion story. It is a campaign-finance, foreign-policy, court-accountability, and representation story. Members of Congress can support any foreign policy they want. Voters can also inspect whether lobby money, PAC money, independent expenditures, sponsored travel, donor networks, and votes line up in a way that puts a foreign government's protection ahead of U.S. interests or the public's right to open debate.

What The House Vote Proves

The House Clerk lists Roll Call 7 for January 9, 2025, as final passage of H.R. 23, the Illegitimate Court Counteraction Act. The bill passed 243 to 140, with 1 present and 50 not voting. The yea coalition in the official vote consisted of 198 Republicans and 45 Democrats.

GovInfo's official bill text says the sanctions bill responds to the International Criminal Court's actions involving Israeli officials tied to the Gaza war. The key policy effect is not hard to understand: Congress voted to punish or restrict people connected to ICC action against protected U.S. or allied persons, including Israeli officials, rather than letting the ICC process proceed without U.S. legislative retaliation.

BadPD's baseline rule is simple: if Congress is going to sanction international-court work after warrants or accountability steps involving foreign leaders, the public deserves a full money ledger for the members who voted yes.

Sixteen official yea voters were not found in the parsed tracker page and are labeled that way below rather than treated as zero.

For the 227 matched yea voters, Track AIPAC's aggregate "Israel Lobby Total" field sums to $90,402,931. The matched PACs/donations field sums to $55,878,629. The matched independent-expenditure field sums to $34,254,161.

Those totals are a broad accountability map, not the end of the investigation. Track AIPAC is a third-party advocacy tracker. BadPD already did a row-by-row official FEC pull for Ritchie Torres and found why official verification matters: tracker totals can be directionally useful, but official campaign-finance ledgers need exact committee IDs, exact donor-name filters, and false-positive controls.

How To Read This Without Falling Into Bad Claims

Do not turn this ledger into a claim that every dollar came from a foreign government. That is not what the public record shown here says. The more accurate, and more provable, claim is that many H.R. 23 yea voters are listed by Track AIPAC as receiving substantial U.S.-based pro-Israel PAC, donation, and independent-expenditure support.

Do not turn this into a protected-class attack. Jewish Americans, Muslim Americans, Arab Americans, Israeli citizens, Palestinians, Christians, atheists, and everyone else can hold different foreign-policy views. BadPD's target is government power, campaign finance, foreign-policy pressure, and whether public officials are prioritizing U.S. interests while respecting constitutional rights.

Do not treat a third-party tracker as a final authority. The vote list comes from the House Clerk. The bill text comes from GovInfo. The money table here is the first broad Track AIPAC pass. The next stronger version is member-by-member official FEC verification, then House travel disclosures, public statements, committee positions, bill cosponsorships, and direct lobby-contact records where public.

The Accountability Question

H.R. 23 was not an abstract vote. It was a vote about whether U.S. lawmakers would retaliate against an international court pathway after accountability action involving Israeli leaders. If a member voted yes while receiving large pro-Israel PAC/conduit money or benefitting from independent expenditures, that does not automatically prove corruption. It does create a public-interest question that deserves receipts, not slogans.

The question for every name on this list is the same: when U.S. law, international-court accountability, aid policy, speech policy, and foreign-government protection collide, are voters getting an America-first representative or a lobby-first vote?
