Bernalillo County, New Mexico, November 4, 2026. Developing Jessen DWI indictment report: KOB 4 reports that a federal grand jury indicted former sheriff’s deputy Paul Jessen Jr. in a DWI-corruption case. That reported indictment is not the same event as the July conviction announced by federal prosecutors in a separate DEA-obstruction case. The new charge remains an allegation, not a finding of guilt.

KOB’s original report describes allegations that Jessen used his public position to help DWI defendants avoid penalties, including by missing required court appearances. It places the alleged scheme between March 2018 and January 2024 and describes gifts and legal services as alleged benefits. BadPD has read the original report but has not obtained the new indictment or independently verified those alleged transactions.

KOB names a conspiracy charge involving interference with commerce by extortion under color of official right. The allegation period is not the indictment’s filing date. This update does not supply an unverified case number, hearing date, custody status, plea or sentence, and does not turn the reported allegation into an established court outcome.

What the separate July announcement establishes

The Northern District of Texas announcement dated July 14, 2026 reports a July 10 jury conviction for conspiracy to obstruct justice, two obstruction counts and a false-statement count. It says Texas federal prosecutors handled that case after the New Mexico U.S. Attorney’s Office recused itself; the trial took place in Albuquerque.

That is a dated official account of a different prosecution, not independent confirmation of the new DWI indictment. It does not establish the current sentence or appeal status. This report uses DOJ’s description of tipping off DEA targets; KOB’s closing reference to tipping off DEA agents should not be carried forward as a new or different offense.

The missing records matter

The public-interest question is whether public authority was allegedly traded for benefits and court attendance manipulated. Testing that account requires the actual charge, case identifiers, relevant court-appearance records and the defense response. Those records can show what prosecutors allege and what a court has decided without treating every dismissed DWI case or every absent officer as evidence of this scheme.

BadPD has not established how many cases were affected, what benefits changed hands, any financial recovery, current agency discipline or a response from Jessen or counsel. No other defendant’s plea establishes Jessen’s guilt on a new charge. Those remain specific follow-ups rather than gaps to fill with speculation.

Source clock and records-request status

KOB’s original feed stamps this item November 5 at 02:14:23 UTC, which is November 4 in New Mexico. The live page shows a relative time and credits KOB; the feed has a different creator field. BadPD attributes the report to KOB, not an inferred individual byline. The earlier automated lead-time label remains in the archive, but none of these clocks establishes when the grand jury acted.

Prepared, not filed: BadPD has prepared a $0-fee-authorized request through the official EOUSA request route for the public indictment, unsealed case identifiers and any public announcement from October 28 through November 4. It seeks prosecutor-held public copies, not sealed grand-jury or investigative files and not a FOIA demand to a federal court. Portal Terms of Service and verification require a user handoff; no request ID, submission or agency refusal is claimed.

Update ledger, November 5 EST: Added the original KOB report and separate July DOJ announcement, clarified allegation versus conviction, and recorded the unfiled request. The complete earlier body remains below. Its unrelated Flock, hospital, crash and video-search leads are not corroboration, and source-badge counts can include archived links.

Earlier November 4 developing report, retained for the record

Archived initial report: The complete earlier body follows unchanged. Its search leads and old source labels are a dated trail, not independent evidence of the new indictment or a current court result. Read the update above first.

Status: KOB 4-reported item; follow-up needed for confirmation, corrections, and source trail.

Lead-source time: November 4, 2026 9:44 pm EST

Developing: This initial report is live because an attributable source put a time-sensitive item on the record. It is not a final account. BadPD will add dated receipts as they appear and will correct the file if the source trail changes.

Source status: Fewer than two independent supporting external receipts were found in the live sweep. The lead source is linked below; reporting, records, video, filings, or official updates are still needed before the account can be treated as settled.

The receipt

This item was selected by the BadPD live watcher because it matched a current accountability, recall, war, public-corruption, official-source, local-receipt, or file-release lane. No source is treated as final authority here; every link is a receipt to test against the next receipt.

Lead-source backlinks

No separate source-home backlinks were configured for this lane yet.

Cross-source trail

No matching cross-source trail was found in the live sweep yet. That is a watch-list flag, not confirmation that no other reporting exists.

Media receipts

BadPD treats wire reports, official releases, foreign state-media frames, social-first leads, and local reports as separate lanes. The useful truth usually lives where those lanes agree, conflict, or leave an obvious public-record gap.

Why it matters

Fast news gets sloppy when nobody keeps the source trail attached. BadPD keeps the public link visible, names the source, and treats every first-cycle claim as unfinished until the record gets stronger.

Identity handling

BadPD does not hide relevant identifiers when credible source records make them part of the story, but it does not guess, swap photos, or blame protected groups for individual conduct. Age, race, religion, nationality, gender, and political affiliation must match the source trail and the person actually pictured or named.

Growth standard

This is a breaking receipt check, so it can publish before the full long-form article is ready. If the story keeps developing, updates should expand it toward the BadPD long-form standard: 2,500+ words, clear source trail, readable plain English, and full SEO metadata.

What we do not know yet

First-cycle reporting can be incomplete or wrong. This report does not assume the final account, motive, legal outcome, identity, casualty total, responsibility, or agency narrative beyond what linked sources and later records establish.

Update ledger

What to watch next

Watch primary documents, named filings, on-the-record statements, independent confirmation, corrections, and whether public officials answer the obvious follow-up questions.
